- •Authorities: The police are severely restricted by an unreformed legal system, corruption, and excessive bureaucracy.
- •Political unrest: Belarus is a dictatorship. Demonstrations are common and can quickly turn violent; it's not uncommon for the authorities to detain and beat up protesters.
